First-year residential students must receive prior approval before bringing a motor vehicle to campus. To request permission, students must submit a written petition to:

Requests will be reviewed at the discretion of the Director of Parking and Transportation Services. Approval may be granted under the following circumstances:
- Medical Need: The student provides medical documentation, verified by the Center of Disability Resources or the Barnes Center, indicating the necessity of a motor vehicle.
- Commuting Distance: The student commutes from outside the Syracuse University bus service area, including routes operated by Centro.
- Employment Off-Campus: The student is employed off-campus in the local Syracuse area, and a vehicle is essential for job duties. This must be documented with:
- A letter from the employer on official company letterhead;
- A current pay stub;
- Confirmation that the job location is outside the Centro bus service area.
- Off-Campus Academic Program: The student is enrolled in a university-accredited program off-campus program and requires a vehicle to fulfill program responsibilities. This must be certified by the appropriate Dean on department letterhead.
- South Campus Housing: The student’s assigned housing is on South Campus.
If a first-year parking exception is granted:
- The student will be assigned parking at the Skytop lot on South Campus.
- South Campus residents who receive an exception will be issued a South Campus Housing permit instead.
